The Need for Policy Action
Entrepreneurship in the public sector is a key driver of innovation and improved service delivery. However, barriers such as resistance to digital tools, lack of upskilling opportunities, and rigid bureaucratic structures hinder progress. Since 2022, the EntrePubl (Entrepreneurial Skills in the Public Sector – A Digital Approach) project, funded by Erasmus+, has been exploring these challenges. The project brings together eight partners from six European countries (Greece, Cyprus, Belgium, Romania, Italy, and Slovakia). Through its activities, it has successfully trained over 600 public sector employees, equipping them with entrepreneurial and digital skills to drive change within their institutions.
Now, as the project reaches its conclusion, it presents a Policy Recommendation document designed to foster entrepreneurial thinking and digital transformation in public administration.
Rethinking Public Sector Innovation
Public administrations across Europe face deep-rooted challenges in adapting to digital transformation and entrepreneurial approaches. Bureaucratic rigidity and hierarchical structures slow down innovation, while limited training opportunities and a lack of support for new ideas further obstruct progress. Encouraging a shift in mindset is essential—one that embraces innovation, cross-sector collaboration, and adaptability.
EntrePubl’s research underscores the vital role of leadership in fostering an entrepreneurial culture. Strong leadership does more than implement policies—it actively promotes innovation and supports emerging ideas. Moreover, cooperation between public and private stakeholders has proven to be a catalyst for scalable and sustainable governance solutions.
Towards a More Entrepreneurial Public Sector
To address these barriers, EntrePubl proposes strategic policy interventions. Investing in continuous upskilling programs, designing structured digital transformation roadmaps, and creating innovation-focused teams within public institutions are critical steps. Equally important is the need to cultivate environments where experimentation is encouraged, allowing for the testing and refinement of new approaches. Strengthening partnerships between the public and private sectors and embedding entrepreneurial leadership into governance structures will also be key drivers of long-term success.
