EntrePubl: Three Years of Investing in the People of Public Administration

On Tuesday, April 29, 2025, the final event of the European project EntrePubl (Entrepreneurial skills in the Public sector: a digital approach) took place in Athens, co-organized by the Academy of Entrepreneurship and Crowdpolicy.
Approximately 50 participants attended in person and 30 joined online, including public sector professionals, civil servants, and policy stakeholders, all contributing to an active discussion on the present and future of innovation in public administration.


EntrePubl, a three-year initiative launched in 2022 under the ERASMUS+ programme, placed public sector employees at the heart of its mission — and fittingly concludes with them at the center once again, honoring those on the front lines of change and modernization in public administration.
The event opened with welcome remarks from Andreas Stefanidis, President of the Academy of Entrepreneurship, and George Karamanolis, CTO of Crowdpolicy, who both emphasized the importance of empowering public sector professionals through continuous learning and innovation.
This was followed by a presentation of the project’s main outcomes, its implementation across six European countries, the development of the digital learning environment, and insights from the training activities carried out in Greece.



The Policy Recommendation also served as the central theme of the final panel discussion, which brought together senior public sector professionals with substantial experience in training, innovation, and strategic planning.
The session was moderated by Dimitris Panopoulos (Ministry of Labour, REBRAIN GREECE) and featured contributions from Zafeiria Syrmou (Decentralized Administration of Macedonia–Thrace), Dimitra Tomprou (INEP, National Centre for Public Administration and Local Government), and Sofia Athanasopoulou (General Secretariat of Public Administration, Ministry of Interior).
Each speaker highlighted key challenges and proposed concrete actions related to inter-agency collaboration, the development of leadership skills, and the need for systematic support for innovation within public sector institutions.


The speakers addressed topics such as fostering entrepreneurial thinking in the public sector, building a culture of collaboration across institutions, and the opportunities and challenges that arise through intersectoral cooperation and investment in leadership development.
The audience actively contributed to the discussion, sharing experiences, questions, and reflections—demonstrating that public servants and administrative staff are themselves key drivers of the change that the project seeks to empower.
We extend our sincere thanks to the speakers for their valuable contributions, as well as to the institutions they represented: the Ministry of Labour, the Decentralized Administration of Macedonia–Thrace, the INEP of the National Centre for Public Administration and Local Government, and the General Secretariat of Public Administration of the Ministry of Interior.
Their input significantly enriched the discussion and opened the way for future collaboration.
