The EntrePubl Project (ENTREpreneurial skills in the PUBLic sector: a digital approach)

EntrePubl aims to develop training pathways to enable public servants to view their role differently and approach challenges with an entrepreneurial mindset. This will help them collaborate more effectively and improve efficiency. The project also focuses on implementing digital solutions within public institutions.

To achieve this, VET trainers and providers will be engaged to design an educational package that meets the needs of public sector employees and helps them develop digital skills for entrepreneurial learning. VET educators and public institution trainers will offer the training.

The training programme 

Methodological Framework

For the development of the training programme, the project partners used two key competence frameworks defined by the European Commission that identify entrepreneurial and digital competence respectively: the EntreComp framework (Entrepreneurship Competence Framework) and the DigComp framework (Digital Competence Framework).

EntreComp: the European Commission has developed EntreComp, the European Entrepreneurship Competence Framework, as a reference framework to explain what is meant by an entrepreneurial mindset. 

EntreComp offers a comprehensive description of the knowledge, skills, and attitudes that people need to be entrepreneurial and create financial, cultural, or social value for others. It is a free, flexible reference framework that can be adapted to support development and understanding of entrepreneurial competence in any setting. 

The EntreComp framework identifies a set of key competencies grouped into n. 4 areas for a set of n. 15 competencies:

  • Ideas & opportunities
  • Resources
  • Into action

DigComp: the DigComp describes what digital competence is and it identifies n. 5 main areas for this description. These five areas are the following: 

  • Information and data literacy
  • Communication and collaboration
  • Digital content creation
  • Safety
  • Problem solving

According to the overall methodological approach of the ENTREPUBL project, those frameworks have been considered as a standard to be customized according to the needs of the prior targets, mainly the operators of the “public sector”.

Therefore, the outlined curriculum is based on 3 main dimensions/assets: the Entrecomp framework, the DigComp one and their contextualization to the “public sector”.

Training Modules

The curriculum is composted by  8 main modules. Each module is focused on a specific “competence” to be achieved as learning objective. Besides, each module, referring to a key competence, is linked to one of the key areas of the ENTRECOMP (Ideas & opportunities, Resources, into action) and embeds the digital approach as crosscutting one. The transversal digital approach applied to the curriculum aims at increasing its readiness, both to be deployed through blended delivery models of training initiatives and to equip prior targets groups with digital skills necessary to interact in digital and blended working autonomously and properly and living environments.

Module 1 – Creativity: Develop & Experiment with Ideas

Module 1 will cultivate in learners the confidence and mindset to change how things are done creatively and differently.

Module 2 – Ethical & Sustainable Thinking: Assess Consequences / Impact of Ideas for Society

Module 2 helps you gain better insight into the topics of Sustainable Development Goals, Digital Security, Sustainable and Ethical Thinking

Module 3 – Self-awareness & Self-efficacy: Build on your Strengths to Create Value

Module 3 helps you Understand and reflect on your strengths in various contexts and situations, Learn how to identify and understand own values, needs and expectations, Build the capacity for self-awareness and self-efficacy, Enhance the overall personal and professional development.

Module 4 – Taking the Initiative: Initiate Value Creation

Module 4 helps you gain better insight into the topics of Professional Excellence, Value Definitions, Taking Initiative.

Module 5 – Working with Others: Develop Empathy, Team-up & Collaborate

The main objective of module 5 is to develop capacities for forming effective teams and build relationships with people both internally and externally.

Module 6 – Mobilising Resources: Manage Resources Creatively & Responsibly

Module 6 aims at supporting the ability to develop, organize and disseminate proper ways to manage different types of resources in the workplace.

Module 7 – Financial & Economic Literacy in a Digital World

Module 7 helps you understand the role of finance in organisations, the structure and shape of the finance function, how the finance function interacts with the organisation to create and preserve value, data usage by the finance function and the technology landscape and its impact on organisations and the finance function.

Module 8 – Information & Data Literacy

Module 8 aims at supporting the ability to use digital data, digital information and open data in the public sector to generate value.
